LUBBOCK, Texas (RFD News) — Cotton remains one of the unresolved issues preventing broader agricultural trade agreements at the World Trade Organization, highlighting how difficult it has become to modernize global farm trade rules.
During the latest negotiations, India and several developing countries again urged members to address cotton alongside public food stockholding programs and emergency import safeguards. West African nations have long argued that government support programs distort global cotton markets and disadvantage their producers.
Cotton has been discussed in WTO negotiations for decades with little lasting progress. The issue remains important because the United States is one of the world’s largest cotton exporters, and changes to international trade rules could influence competitiveness, export opportunities, and producer returns.
Many WTO members believe progress requires addressing all agricultural issues together, while others want priority given to food security and cotton before broader negotiations continue.
Negotiators left Geneva without resolving the dispute, leaving cotton among the key agricultural issues awaiting future talks.
