Labor issues may be left out of the next Farm Bill.
The head of the National Council of Farmers Cooperatives says that there is already a lot of disagreement on how to address the twelve titles that are already in the legislation.
However, the research title may hold some hope by reducing some labor demands long term.
The group says that in order to solve this problem, producers need to have a seat at the table.
