Assistance is as follows: under the relief program, USDA will offer full payments on 2018 claims and prorate 2019 claims at 50 percent. According to USDA Undersecretary Bill Northey, crop insurance covered most of the midwest flood losses, while the aid package can mitigate hurricane and wildfire losses from 2018.
