U.S. forecaster says low chance of El Niño or La Niña in 2020

The U.S. government weather forecaster said there is a 65 percent chance of neutral weather conditions during spring time in the Northern Hemisphere in 2020.

The El Niño surfaced in 2018 and has been linked to crop damage, fires and flash floods. It comes from warming of ocean surface temperatures, which is the opposite of La Niña

The chances of the neutral conditions continuing into summer is about 55 percent.
