The USDA sets a fast pace for completing GMO labeling rules, going from proposal to final rule in only nine months. Once the USDA issues its proposal, the public will have three months to comment. Then the USDA will review comments and determine whether to revise the rule. It then submits its final rule to the White House for approval, a process that can take up to three months. The USDA is already gathering input from farmers, food groups, and manufacturers. Some experts say that because the USDA will not issue a preliminary request for information, it will increase the likelihood of future lawsuits.
