Support for Year-Round E15 Reaches Record High as Senate Weighs Legislation, RFA Says

ST LOUIS, Mo. (RFD NEWS) — Coverage continues on year-round E15 as Congress considers legislation to permanently allow nationwide sales. New polling released by the Renewable Fuels Association shows voter support for expanding E15 has reached record levels.

Renewable Fuels Association (RFA) President and CEO Geoff Cooper joined us on Friday’s Market Day Report to discuss the latest survey results, legislative efforts, and other priorities for the ethanol industry.

In his interview with RFD News, Cooper said the RFA has surveyed approximately 2,000 registered voters every quarter for the past 10 years and found record support in its June poll. According to the survey, 74 percent of registered voters support expanding access to E15, while 71 percent support legislation currently under consideration in Congress to allow year-round sales. He noted support remains bipartisan, with similar levels of backing among both Republican and Democratic voters.

Cooper also discussed efforts to include year-round E15 legislation in a supplemental funding package requested by the White House. He said the House has already approved the measure and expressed optimism that the Senate could use the legislation as a pathway to permanently authorize year-round E15 sales.

At the RFA’s annual board meeting, members also reviewed implementation of the Renewable Fuel Standard for 2026 and 2027, along with ongoing work surrounding the 45Z Clean Fuel Production Tax Credit. Cooper said the industry is awaiting final guidance from the U.S. Treasury Department to provide additional certainty for producers.

Cooper also addressed the recent U.S. decision to impose a 25 percent tariff on most goods imported from Brazil, including ethanol. He said the move creates a more level playing field after Brazil maintained tariffs on U.S. ethanol exports, limiting market access for American producers.

Looking ahead, Cooper said he remains encouraged by progress on year-round E15, implementation of the Renewable Fuel Standard, and continued policy efforts supporting renewable fuels and agriculture.
