WASHINGTON, D.C. (RFD News) — President Donald Trump has ordered USDA to strengthen livestock-market enforcement and expand processing access, targeting competition concerns that have long affected cattle producers and smaller meat processors.
The order directs USDA to prioritize potential Packers and Stockyards Act violations, increase enforcement resources, and coordinate with the Justice Department. It also calls for a report on current enforcement actions and staffing needs.
USDA is also directed to expand the Cooperative Interstate Shipment and Talmadge-Aiken programs, provide technical assistance to small processors, and modernize meat inspection rules while maintaining food-safety standards.
The order additionally requires a report within 60 days on federal laws and trade considerations that limit interstate sales of state-inspected or custom-exempt meat. A guaranteed-loan program for small and regional processors is also contemplated.
For ranchers, the practical impact will depend on implementation, funding, and whether expanded processing options produce more competition for cattle and better access to regional markets.
