Freezing the minimum wage for H-2A workers could also impact the wages of domestic workers, according to a report by the Economic Research Service.

The USDA says the Farm Workforce Modernization Act freezes the Adverse Effect Wage Rate and saves $140 million annually on H-2A workers. Critics point out, though, that domestic workers with corresponding employment on farms with H-2A workers must be paid that same rate.
