Packing Closures Could Benefit Smaller Regional Beef Processors

Smaller and regional beef processors could gain new opportunities as larger packing capacity declines.

LUBBOCK, Texas (RFD News) — Recent beef plant closures could create new opportunities for smaller and regional processors to win cattle and customers, according to National Cattlemen’s Beef Association CEO Colin Woodall. He said the loss of larger packing capacity may strengthen the business case for newer plants and facilities that have recently expanded.

Woodall pointed to federal efforts begun under the Biden administration and continued under Agriculture Secretary Brooke Rollins to support smaller and regional meat processors. Those programs drew questions while the industry still had substantial excess packing capacity.

The economics may look different as major plants close or reduce operations. Woodall said regional processors could now capture customers who previously relied on larger facilities.

For cattle producers, more viable regional plants could preserve competition and reduce hauling distances in areas losing major slaughter capacity. Their success could become especially important as cattle feeding has expanded beyond traditional packing centers.

Woodall said NCBA hopes newer and expanding plants can take advantage of the opening. Their ability to remain profitable and attract cattle will determine whether they meaningfully replace some lost regional competition.
